Internet, seguridad y riesgos

Hace pocos días, el UNICEF Innocenti Research Centre publicó un informe global sobre Child Safety online: Global challenges and strategies.

Discute “the nature and scale of sexual abuse and exploitation of children and young people online. It considers the generational divide between parents and children in their knowledge and engagement with the online environment and how this affects experiences and approaches to the Internet and its usage. The report outlines how children and young people across the world use the Internet, including an examination of specific online activities and experiences that have the potential to place them at risk. There is a focus on activities that involve interaction online and offline and an analysis of research findings about where children turn for support when things go wrong”.

Según el informe y parecido a muchos otros ámbitos, Internet no es el origen de los crímenes contra niños, pero ha cambiado la escala y el potencial de los ya existentes, como el abuso sexual o la explotación infantil. En este sentido, Internet, a la vez de traer muchos beneficios, también ofrece nuevas oportunidades para malas conductas.

Otro aspecto a destacar del informe es la acentuación de ya existentes riesgos y vulnerabilidades. Internet no parece aliviar las brechas actuales de protección, sino agravar los efectos de la falta de conciencia, preocupación y conocimiento por parte de los padres, de las condiciones económicas desfavorables de las famílias o de los distintos contextos legales y regulatorios a menudo insuficientes en materia de protección infantil.

Por eso, el informe propone un marco estratégico de protección con cuatro objetivos centrales:

“1) empowering children and promoting their resilience;

2) removing impunity for abusers;

3) reducing the availability of harmful material from the Internet and access to harm;

and 4) promoting the recovery and rehabilitation for children who have experienced harm.”

En este sentido, existe un “trade-off” entre la protección infantil en Internet a través del control legislativo y la libertad y la circulación libre de información en Internet. Una cuestión todavía abierta y discutida.
